The Royal University of Phnom Penh is a general four-year university which enjoys the best reputation of any university in Cambodia. The Department of Japanese at the Institute of Foreign Languages inaugurated a four-year bachelor's degree program in 2005. The aims of the department are to foster knowledge and education through the teaching of the Japanese language and to contribute to the development of Cambodia by fostering human resources able to forge political, economic, and cultural ties between Cambodia and Japan.
The Mitsui scholarship program, which began in 2009, provides scholarships to five students of the department for three years from university entrance.
