Human Resources Management Structure

Supporting Business Models through the Global Matrix Structure

Promotion of the “Create, Grow, Extend” business model is the second Corporate Strategy defined in Medium-term Management Plan 2026. Our global business portfolio spans an extensive range of industries. We are continuously transforming this portfolio by creating new business and making it part of the strong core business, which will then be linked to peripheral business areas to form business clusters.

To contribute to the provision of real solutions for increasingly complex social issues, we will work to sustainably generate substantial value through the formation of cross-industry business clusters.

Toward realizing this business model, Mitsui has adopted the business unit structure and global matrix structure, which enable us to collaborate flexibly and agilely along the business and regional axes. We have lowered the organizational barriers between business units and regions to facilitate global business development led by our 16 business units. We integrate the strengths of Mitsui & Co. Group across multiple countries, regions, and industries to address today’s increasingly complex social issues by providing real solutions that represent the best possible approaches at a given time.

The Human Resources Management Structure That Supports the Global Matrix Structure

Human resources management in Mitsui is linked to the business unit and global matrix structures that enable Mitsui to offer sophisticated solutions across multiple industries on a global scale and is based on a global group personnel management system that integrates both business and regional axes. The global group personnel management system consists of three integrated organizational functions: CoE, HRBP, and OPE. Through integrated coordination of these functions, we create strategies, formulate policies, and develop environments to cultivate and empower the diverse employees who aspire to create value around the world.

Business units and corporate staff divisions based in Japan and the regional business units and blocs that lead our overseas business sites work with the CoE, HRBP, and OPE to develop employees into professionals capable of thriving in each of the specialized business areas (HR code).

The management team receives regular reports about human resources management activities under this global matrix structure through the Chief Human Resources Officers (CHRO)*.

* The Chief Human Resources Officer (CHRO), defined as the corporate officer with responsibility for human resources, works with the Human Resources & General Affairs Division, as the executive organization, to provide overall coordination of talent management initiatives, including the development of the human resources structure on a global basis, and the promotion of diversity management, as well as recruitment, training, assessment, and remuneration. In addition to these activities, through the management of HR-related data, such as turnover and retention ratios, the CHRO measures the effectiveness of various initiatives, monitors risks, considers appropriate countermeasures, and implements risk management initiatives.

These reports are then used to enhance and make decisions on our human resources strategies and the personal system.

CoE(Center of Excellence)

A common global HR infrastructure is essential for enabling employees around the world to participate in the creation of new value on a global scale across multiple industries. The CoE facilitates smooth human resources management at the global group level by creating and providing common personnel and assessment systems, talent management infrastructure, transfer guidelines, and policies on well-being and occupational health and safety that can be used globally. The Human Resources & General Affairs Div. serves as Mitsui’s CoE.

HRBP(HR Business Partners)

The HRBP organizations are led by HR coordinators at each business unit and regional CHROs who are the contact points for individual employees. Their role is to support individual employees to fully realize their potential in their work. In Mitsui, HR coordinators in business units and corporate staff divisions, and CHROs in regional business units and blocs work closely to provide career consultation to individual employees and to consider training and transfers based on requirements for and situations of each region and business.

OPE(Operational Excellence)

OPE units are professional organizations established to administer the operational processes needed to ensure the reliable operation of the mechanisms that empower global human resources. They administer personnel systems and policies while providing the group with specialized knowledge. OPE functions are provided under contract by Mitsui & Co. Business Partners Ltd. (MBP) and Mitsui & Co. HRD Institute (MHR).
